Jerry Butterbaugh returned to Osage County after a 35-year career developing convenience stores and restaurants. He currently serves as Chairman of the Osage County Industrial Authority. A graduate of Fairfax High School and Oklahoma State University, he is retired and also serves as President of Friends of Fairfax, Secretary of the Osage County Historical Society and Museum, and President of JKB Services, LLC. He has been a member of the OCIA board since 2020 and remains deeply involved in the Fairfax community, leading the restoration of several properties.

Lou Ann Brown is a dedicated member of the Pawhuska community who serves as the Vice-Chair for the Osage County Industrial Authority. As a licensed real estate agent in Pawhuska, she has an extensive background in the local housing and business markets. Lou Ann is committed to serving her community through various leadership roles, including positions with the Pawhuska Chamber of Commerce and the Pawhuska Hospital Foundation.

Laura Teague, a native of Pawhuska, serves as the Secretary-Treasurer of the Osage County Industrial Authority. She is a dedicated professional at American Heritage Bank in Pawhuska. Laura is actively involved in community service through her church and the Pawhuska Chamber of Commerce, and she is committed to the economic growth and development of Osage County.

Cliff Taylor is a lifelong resident of Osage County and a member of the Osage County Industrial Authority Board of Trustees. He is the owner and operator of Taylor Land and Cattle Company. His deep roots in the agricultural community and his active involvement in local events and organizations provide a valuable perspective to the board.

Bill Sweeden is a lifelong resident of Pawhuska who brings a wealth of experience in education to the Osage County Industrial Authority Board. He holds a Bachelor of Science degree in Education from Northeastern Oklahoma State University and is a retired school superintendent and principal. His community involvement extends to various local boards and committees.

Christi McNeil is an attorney with The McNeil Firm, PLLC, and a resident of Pawhuska. She is an active member of the Osage County Industrial Authority Board of Trustees. Her legal background and passion for her community are assets to the board as they work to foster economic growth and development in Osage County.

Bruce Smith

Bruce E. Smith, ChFC, is a member of the Osage County Industrial Authority Board of Trustees. Smith has been a financial advisor with Ameriprise Financial Services, LLC since 1992, a local area business. Smith holds a Chartered Financial Consultant professional designation, ChFC. Additionally, his deep knowledge of the local real estate market and his current and previous experience on various local boards make him a key contributor to the board‘s efforts to promote business development in the area. Smith has a bachelor’s degree from Howard Payne University and an Associate of Art degree from New Mexico Military Institute.

Smith served his country as an officer and was a company commander with the 1st Infantry Division during Operation Desert Storm where he was awarded the Bronze Star Medal.

Kay Bills was born in this community, she lives in this community, and she will remain in this community for the rest of her life.

Kay has used her abilities, experience, and passion to promote Pawhuska and Osage County as both a County Commissioner and a community volunteer throughout the last four decades. Her desire is to continue serving as City Manager. She believes in this city and, by maintaining and improving its infrastructure and services, she believes we can protect our small-town quality of life for future generations.
